INVITATION TO BID City of Huntington will receive sealed bids from contractors for Demolition and Site Clearance 2016-15-09 until 10:00 a.m., local prevailing time on September 15, 2016 at City Hall, Room L7, located at 800 5th Avenue, Huntington, WV, at which time all bids will be opened and read aloud. There will be a non-mandatory pre-bid meeting on September 13, 2016 at 10:00 a.m. in City Hall Council Chambers, located at 800 5th Avenue, Huntington, WV. The contract documents are available from the Office of Planning and Development, Room L7, City Hall, 800 5th Avenue, Huntington, WV, 304-696-4486. Copies of the documents may be obtained by Contractors by depositing $10.00 with City of Huntington for each set of documents obtained. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended. The purpose of Section 3 is to ensure the employment and economic opportunities generated by HUD assistance or HUD-assisted projects covered by Section 3, shall to the greatest extent feasible, be directed to low and very low income persons, particularly who are recipients of HUD assistance for housing. Community Development Block Grant funds (CDBG) will be utilized for this project. CDBG grantees are prohibited from the use of statutory or administratively imposed in-State or local geographical preferences in the evaluation of bids, except in those cases where applicable Federal statutes expressly mandate or encourage geographical preference. City of Huntington reserves the right to reject any or all bids and waive any informalities in bidding. All proposals must comply with Chapter 21, Article 11, of the West Virginia State Code.
