PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 17-0401-E-P APPALACHIAN POWER COMPANY and WHEELING POWER COMPANY Petition for review of EE/DR Program Rate Increments, Petition for Approval of New EE/DR Programs, and Application for Approval of Modifications to EE/DR Tariff Sheets. NOTICE OF FILING AND SCHEDULED HEARING On March 31, 2017, the Companies filed a Petition for Review of its Energy Efficiency Demand Response (EE/DR) Program Rate Increments, approval of new EE/DR Programs, and Application for Approval of Modifications to EE/DR Tariff Sheets. The Petition included the testimonies of five witnesses and revised tariff sheets. The Petition included proposals to: 1. Recover the costs of its C&I Standard Program (originally referred to as the C&I Prescriptive Program), through the Investment Recovery Mechanism on and after July 1, 2017; 2. Add four new EE/DR programs and to recover the program costs through the Investment Recovery Mechanism. The new programs would include (i) the Bring-Your-Own Smart Thermostat; (ii) the Small Business Direct Install Program; (iii) the Multi-Family Direct Install Program; and (iv) the Volt Var Optimization expansion program; 3. Revise tariff sheets to change the Residential Peak Reduction Program to adjust the way that customers participating in the program are compensated through rebate checks rather than bill credit; 4. Increase the annual EE/DR budget to $11,514,100 for July 1, 2017, through June 30, 2018, and then increase the budget to $13,430,100 for July 1, 2018, through June 30,2019; 5. Continue the existing EE/DR rates; 6. Defer consideration of the allocation of EE/DR program costs until a future proceeding in which the Companies request an EE/DR rate change; and 7. Revise tariff sheets to modify the EE/DR Opt-out. The Commission scheduled a hearing in this case to begin at 9:30 a.m. on October 23, 2017, at the Commission's offices in the Howard M. Cunningham Hearing Room, 201 Brooks Street, Charleston, West Virginia. Interested persons may attend the hearing and make public comment. Anyone desiring to protest should file a written protest within thirty days following the date of this publication. Anyone desiring to intervene and participate as a party should file a written request to intervene by August 4, 2017.
