PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 17-0712-PWD-19A KOPPERSTON PUBLIC SERVICE DISTRICT Rule 19A application to increase water rates and charges and request for an emergency interim rate increase. NOTICE OF EMERGENCY INTERIM RATE INCREASE On June 1, 2017, the Kopperston Public Service District (KPSD) filed an application for increased rates and charges pursuant to Rule 19-A of the Rules for the Construction and Filing of Tariffs, 150 C.S.R. Series 2. KPSD requested emergency interim rates pending the outcome of this matter. On July 25, 2017, Commission approved an emergency interim rate increase of approximately 3.17% for KPSD water bills rendered on or after the effective date of the Commission's Order. The specific rates approved are as follows: RATES First 3,000 gallons $9.11 per 1,000 gallons Next 5,000 gallons $8.22 per 1,000 gallons Next 17,000 gallons $6.66 per 1,000 gallons Next 75,000 gallons $5.09 per 1,000 gallons All over 100,000 gallons $3.52 per 1,000 gallons MINIMUM CHARGE 5/8 inch meter $21.48 per month 3/4 inch meter $32.24 per month 1 inch meter $ 53.70 per month 2 inch meter $171.83 per month 4 inch meter $537.00 per month The above minimum charge is subject to an additional $1.95 per 1,000 gallons of water used per month. In addition to revenues from Kopperston customers, Kopperston currently receives 100 percent of the water surcharge revenues that are paid each month by Oceana water customers, until further Order of the Commission. The Step 1 emergency interim rate that has been approved is based upon Kopperston's continued receipt of these water surcharge revenues. When Kopperston stops receiving those surcharge revenues, the Commission may authorize Kopperston to charge higher Step 2 emergency interim rates. This Step I emergency interim rate increase is applicable to all KPSD customers. The Step 1 emergency interim rates are subject to refund if not justified by further examination in this matter. Customers may review the specific emergency interim rate changes at the KPSD offices or online. These rates are interim rates only and may be increased, decreased or left unchanged at the conclusion of this proceeding. During the course of this proceeding, the Staff of the Commission will recommend final rates. Those rates will be published at a later date and may be protested at that time.
