WILLIAMSBURG SEWER SYSTEM, INC CASE NO. 16-0786-S-19A NOTICE OF STAFF- RECOMMENDED RATES On June 13, 2016, Williamsburg Sewer System, Inc., filed a Rule 19A application for a change in its sewer rates and charges. On September 20, 2016, Staff filed its Final Joint Staff Memorandum recommending an increase in Williamsburg's revenue of $16,796 annually or a 34.93% increase over Williamsburg's rates prior to the filing of the instant matter. Staff indicated that, under its recommended rates, a residential customer's bill will be $25.66, based on the average residential customer water usage of 4,400 gallons per month, which is a monthly increase of $6.34 or' a 32.78% increase over existing rates. Below is the Staff recommended tariff rates for Williamsburg Sewer System, Inc. STAFF RECOMMENDED TARIFF RATES APPLICABILITY Applicable within the entire territory served. AVAILABILITY Available for residential, commercial and industrial service. SERVICE CHARGE $10.00 per month (I) RATES BASED ON METERED WATER USAGE First 10,000 gallons $3.56 per 1,000 gallons All Over 10,000 gallons $ 1.38 per 1,000 gallons (N) DELAYED PAYMENT PENALTY The above schedule is net. On all accounts not paid in full when due, ten percent (10%) will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate. (I) LEAK ADJUSTMENT $0.86 per 1,000 gallons of water is to be used when a bill reflects unusual consumption which can be attributed to eligible leakage on customer's side of meter. This rate shall be applied to all such unusual consumption above the customer's historical average usage. SECURITY DEPOSIT Not to exceed one-twelfth (1/12) of the annual estimated charge for residential service, or one-sixth (1/6) of the annual estimated charge for commercial service, or fifty dollars, whichever is greater. (I) Indicates Increase (N) Indicates New Anyone desiring to protest the changed rates and charges must do so, in writing, within ten ( 10) days of the date of publication of this notice. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P. 0. Box 812, Charleston, West Virginia 25323. To help the Commission determine the justification for additional review and investigation, protests must be specific as to the reasons that the changed rates and charges should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter ofprotest. If no substantial protest is filed, the Staff-recommended rates may be approved without hearing.
