KYOVA INTERSTATE PLANNING COMMISSION FY 2016-2019 TRANSPORTATION IMPROVEMENT PROGRAM AMENDMENT #6 AND THE KYOVA & ASHLAND AREA METROPOLITAN TRANSPORTATION PLAN (MTP) The Public is hereby made aware that the KYOVA Fiscal Year (FY) 2016-2019 Transportation Improvement Program (TIP) and the KYOVA & Ashland Area 2040 Metropolitan Transportation Plans (MTPs) for the Huntington WV-KY-OH Urbanized Area are being amended by the KYOVA Interstate Planning Commission in accordance with Fixing America's Surface Transportation (FAST) Act enacted on December 4, 2015 and through fiscal year 2020, in cooperation with the West Virginia Department of Transportation - Division of Highways (WVDOH), Kentucky Transportation Cabinet (KYTC), Ohio Department of Transportation (ODOT), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Tri-State Transit Authority (TTA), Ashland Bus System (ABS) and Lawrence County Port Authority (LCPA). The KYOVA and the Ashland Area 2040 MTPs, as well as the KYOVA FY 2016-2019 TIP are for the Huntington WV-KY-OH Urbanized Area which includes: Cabell and Wayne counties in West Virginia; Boyd and Greenup counties in Kentucky; and Lawrence County in Ohio. More specifically, both 2040 MTPs are financially constrained plans, meaning they identify projects and programs that can reasonably be implemented within the years of each plan. The 2016 2019 TIP includes priority projects and programs for which implementation is anticipated in the next four fiscal years (FY 2016, FY 2017, FY 2018 and FY 2019). The KYOVA 2016 2019 TIP describes all highways projects, maintenance and new capacity; transit projects (both capital and operating); and bicycle and other transportation projects for which federal funding is anticipated and provides a financial plan for implementation. The TIP also includes estimates of available FTA funds for vans to serve the elderly and handicapped. Furthermore, the 2016-2019 TIP satisfies the Program of Projects (POP) requirements of the FTA. Public review will begin November 10, 2016 and conclude at the close of business November 25, 2016, which satisfies the required 15-day public review period. Persons wishing to review the proposed amendments for the KYOVA 2016-2019 TIP and MTP may view a copy by visiting the KYOVA website at www.kyovaipc.org or request a copy by contacting the KYOVA Interstate Planning Commission office before the end of the business day (4:30 p.m.) on Friday, November 25, 2016. Only written comments will be accepted. All comments must be received no later than 4:30 p.m., Friday, November 25, 2016. If no public comments are received by that time, then these amendments will be considered final. The KYOVA office is located at 400 Third Avenue Huntington, WV 25701.
