NOTICE OF AVAILABILITY DRAFT ENVIRONMENTAL ASSESSMENT CONTINUING AUTHORITIES PROGRAM (CAP) SECTION 14 EMERGENCY STREAMBANK PROTECTION VILLAGE OF BARBOURSVILLE, WEST VIRGINIA The U.S. Army Corps of Engineers, Huntington District, by this Notice of Availability (NOA), advises the public that the Draft Detailed Project Report and Environmental Assessment (draft document) for the CAP Section 14 Emergency Streambank Protection Project is complete and available for public review. The project is located in the Village of Barboursville, West Virginia. A Finding of No Significant Impact (FONSI) is anticipated for the proposed project. A Draft FONSI is included with the draft document for public review. In compliance with the National Environmental Policy Act (NEPA) and 40 CFR 1501.4, the draft document and draft FONSI must be available to the public in the affected area for thirty (30) days for review and comment. Final determination regarding the need for additional NEPA documentation will be made after the public review period, which begins on or about September 26, 2016.
