PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 17-0451-PSD-30B PEA RJDGE PUBLIC SERVICE DISTRJCT, a public utility, Milton, Cabell County. Ru.le 30B application to increase rates to offset the increased costs of purchased sewage treatment from the Huntington Sanitary Board. NOTICE OF FILING NOTICE is hereby given that the Pea Ridge Public Service District (District), a public utility, has filed an application with the Public Service Commission of West Virginia, to increase its rates and charges for furnishing sewage treatment service to 4,797 customers in the Pea Ridge area of Cabell County. Commission Staff has reviewed the application of the District and recommended that the Commission approve a rate increase to allow the District to recover increased costs of purchased sewage treatment it pays to the City of Huntington. By Order issued May 18, 2017, the Commission approved the Staff-recommended rates on an interim basis, that increased rates, under Phase I, by $0,03 per hundred cubic feet. The Commission also approved, on an interim basis, an incremental leak adjustment rate of $0.37 per hundred cubic feet. The average monthly bill for the various classes of customers will be changed as follows: Residential $0.15 0.43 percent Commercial $1.27 0.46 percent Industrial $1.27 0.46 percent The Commission also approved rates under Phase II that will become effective for all service rendered on and .after December 31, 2017. These rates will increase the Phase I rate by $0.01 per hundred cubic feet The Commission also approved. on an interim basis, an incremental leak adjustment rate of $0.38 per hundred cubic feet. The average monthly bill for the various classes of customers will be changed as follows: Residential $0.05 0. l4 percent Commercial $0.42 0.15 percent Industrial $0.42 0.15 percent The Commission also approved rates under Phase ill that will become effective for all service rendered on and after December 31, 2018. These rates will increase the Phase II rate by $0.02 per hundred cubic feet. The Commission also approved, on an interim basis, an incremental leak adjustment rate of $0.40 per hundred cubic feet. The average monthly bill for the various classes of customers will be changed as follows: Residential $0.15 0.43 percent Commercial $1.27 0.46 percent Industrial $1.27 0.46 percent The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient; but no more than sufficient, to offset the increased cost for sewage treatment purchased by the utility. Consequently. protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission's rules on intervention.
