PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 17-0053-PSD-19A CULLODEN PUBLIC SERVICE DISTRICT, a public utility, Culloden Cabell County Rule 19A application to increase sewer rates and charges. NOTICE OF APPLICATION TO CHANGE RATES On January 23, 2017, Culloden Public Service District (District) filed an application with the West Virginia. Public Service Commission (Commission), seeking an increase in its existing rates and charges for providing public sewer service, pursuant to Rule 19-A of the Commission,s Rules for the Construction and Filinig of Tariffs (Tariff Rules), 150 C.S.R. Series 2. The Districts existing rates and charges for providing public sewer service were approved by the Commission in Case No. 16-0027 PSD-19A. The District has encountered subsequent financial issues and has requested that the Commission grant further rate relief. The Commission's financial staff has investigated the District's request and has recommended further rate adjustment. Commission Staff has recommended that the District's sewer rates be increased. The current rate and the Staff-recommended rates and charges are as follows: Flat Rate Charge (applies to customers with non-metered water supply): $61.34 per month Current rate: $59.27 per month Staff-recommended rate: $61.34 per month Metered Rate (applies to customers with metered water supply); Current rate: $13.17 per thousand gallons Staff-recommended rate: $13.63 per thousand gallons Commission Staff also recalculate the District's "leak adjustment rate", which is used when a bill reflects unusual consumption which can be attributed to eligible leakage on the customer's side of the meter. This rate shall be applied to all such consumption above the customer's historical average usage. The District's current "leak adjustment rate'; is $3.56 per 1,000 gallons. Staff has recommended that the District's "leak adjustment rate'' be increased to $4.32 per thousand gallons. Any person affected by the Staff-recommended changes in the rates and charges has the right to protest or to be heard as to why the changes should not be allowed, either wholly or in part. Anyone desiring to protest the Staff-recommended increased rates and charges or intervene should file a written protest or request to intervene within ten days following the date of publication, unless otherwise modified by Commission order. All protests and requests to intervene must comply with the Commission rules on intervention set forth in the Commission's Rules of Practice and Procedure. All protests and intervention requests should be addressed to Ingrid Ferrell, Executive Secretary Public Service Commission of West Virginia, P.0. Box 812, Charleston, West Virginia 25323. To help the Commission determine the justification for additional review and investigation, protests must be specified as to the reasons that the changed rates and charges should not be approved. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest.
